Cars with loud speakers may be seized in the city

St. Louis police will be able to seize cars blasting loud music under a bill passed today by the Board of Aldermen.
The bill mirrors laws in other cities, prohibiting the use and even installation of some enhanced speakers.

Alderman([search]) Craig Schmid’s proposal easily had enough votes to pass, but not after aldermen turned up the volume on their own concerns. Impounding a car for playing loud music is to severe, opponents said, and ripe for abuse.

“God damn it –- it’s America,�? Alderman Stephen Conway said. “We’ve got a constitution.�?

Schmid said he wanted to send a “strong message�? to drivers who cruise through residential areas, jarring neighbors and rattling windows.

“I analogize it to auditory graffiti,�? Schmid said.

Other aldermen said loud music coming from cars is among their top complaints from constituents. The music gets so loud, Alderman Dionne Flowers, that when “you’re in bed, you fall out.�?

The bill prohibits operating car stereo equipment that creates “louder volume than is necessary for convenient, normal hearing,�? which is the same language as the city’s current anti-noise ordinance.

But the new law outlaws possessing or installing any car stereo with a speaker over a foot in diameter; having more than one speaker 10 inches in diameter; more than 10 speakers overall; more than two amplifiers; and any amplifier over 300 watts.

In addition to impounding the car, possible penalties include a minimum of $250 fine on the first offense and $500 on subsequent offenses within a year.

Aldermen complained that the law was heavy-handed. Stephen Gregali, who represents the 14th Ward, questioned whether police would get rulers to measure the length of speakers.

“It’s like killing an ant with a howitzer,�? Alderman Charles Q. Troupe said.

Bob Pfeiffer, who has been installing custom car stereos for 23 years in St. Louis, said the law could destroy his business.

“I might as well lock my doors now,�? said Pfeiffer, who operates Automotion Alarm and Car Stereo on N. Broadway.

Not all “tricked out�? stereos are used for cruising and thumping music, Pfeiffer said. His clients include jazz musicians.

“What a crock,�? Pfeiffer said. “It’s really a bogus bill.�?

c'mon. these people are hysterical. do they think they are performing theater here? i've yet to hear a car stereo loud enough to knock anyone out of bed. otoh, i expect that these dadburn planes & jets that fly over the neighborhood during the middle of the night will now be subject to seizure. right, schmid? and then there's those railroad tracks several blocks away. i can only imagine how loud and rattling it must be living next to that. and let's talk about the irritating buzz of those pesky helicopters that circle over the city. it's past time to send these sources of auditory graffiti a strong message too. equal opportunity, ya know. not just picking on the g's in the hood. right, elected representatives?

"The time has come to do something about that loud noise," said another Public Safety Committee member, Alderman Freeman Bosley Sr., D-3rd Ward.

Bill 81 also makes it easier for police to charge people who operate a radio, phonograph, loud speaker or other device for making sounds in a way that disturbs the residents of the neighborhood.

Under a bill now on the books, a resident must serve as a witness to such a violation between 7 a.m. and 11 p.m. Under that law, after 11 p.m. and before 7 a.m., any device heard within more than 100 feet shall be evidence of a noise violation. Police officers can issue citations if they hear it without any witnesses.

Under changes in Schmid's legislation, nobody can play any sound device that's plainly audible outside, except by voluntary listeners who are present on property where the owner has given permission.

That change does not give any minimum distance or time period for prohibited noise. Residents would not have to serve as witnesses. If police hear it, they could write a ticket.


we should demand that something be done about the serious industrial & commercial noise pollution we have to put up with in our neighborhoods. put an end to air traffic from scott afb or lambert between the hours of 11pm and 7am. especially if you can't turn up some music now to drown it out.

It's always been a mystery to me! There is a double-standard for loud, noise-making vehicles. Why don't they also pass a law against loud, huge redneck trucks that look and sound like a tank on the road. Additionally, why not pass a law that bans loud-ass motorcycles (harley-davisons) that are reved up by the flag-carrying, troop-supporting idiots who ride them.

This is such blatant racism. It's not the first time this has happened, and it's not the first place. These laws sound like they're fair, but the disproportionaly target a particular group. Just like a few years ago, when Cheshire Lounge passed a rule to keep out people with dreds; or with france outlawing religious attire at public schools. Screw that. Bumb your sh*t louder now.

I think this punishment is draconian, but I have to say that it has been more of an annoyance to me than helicopters, airplanes, or industrial noise.

No, I have not been knocked out of bed, but I have been woken up, and I have had to get out of bed in the middle of the night and go outside and talk to someone who became hostile to me because I wanted a decent night sleep. Also, I've seen people play their car stereos that loud with children in the back seat. That's child abuse no different from breaking a kid's arm.

But seizing a car, no. A fine like a speeding ticket would be acceptable to me.

I'm glad to see that our political representatives have a vast background in Electrical engineering, mathematics and physics.

Craig Schmid Has arbitrarily pulled a bunch of random numbers out of his a$$! No speakers over 12" and no amps over 300 watts. First of all most manufactures DRASTICLLY Inflate the advertised power ratings of amps, so unless cops are going to start caring oscilloscopes, this is an unrealistic requirement. Second the volume of audio cannot be quantified just by the size of a speaker and the power.

A speaker with a sensitivity of 100db, Regardless of its size, can produce sound levels of 120db(this causes physical pain and permanent damage) with only 100watts.

For a speaker with a sensitivity of 86db, the power requires to produce 120db is over 2000 watts!

It is clear that they have no idea what they are talking about, and this will just be used as another B.S. reason to justify unwarranted searches.

"Open the trunk, I need to check you woofer size."

There are clearly issues with the 1st and 4th amendment.

As of Friday the Mayor sent it back to the board to get more info from the Alderman([search]). Looks like our cars are safe for now.

Here is what I got back from the Mayor's Office

Mayor Slay([search]) passed your concern on to me. The Mayor would like to thank you for your interest in the legislative process. As of Friday, Board Bill 81 and 82 have been sent back to committee at the request of the sponsor for more input. it is a bougus bill and i think that the people that complain about something as stupid as loud music then they need to get a life and a job so they can afford there own system instead of complaining about pepole that have work to buy there system. if they try to illegalize loud music then its going to turn out to be the same kind of proplem with weed they still cant stop the production of it its in every school every city,town,state, and country.
