I'm glad to see that our political representatives have a vast background in Electrical engineering, mathematics and physics.
Craig Schmid Has arbitrarily pulled a bunch of random numbers out of his a$$! No speakers over 12" and no amps over 300 watts. First of all most manufactures DRASTICLLY Inflate the advertised power ratings of amps, so unless cops are going to start caring oscilloscopes, this is an unrealistic requirement. Second the volume of audio cannot be quantified just by the size of a speaker and the power.
A speaker with a sensitivity of 100db, Regardless of its size, can produce sound levels of 120db(this causes physical pain and permanent damage) with only 100watts.
For a speaker with a sensitivity of 86db, the power requires to produce 120db is over 2000 watts!
It is clear that they have no idea what they are talking about, and this will just be used as another B.S. reason to justify unwarranted searches.

There are clearly issues with the 1st and 4th amendment.
