I think this punishment is draconian, but I have to say that it has been more of an annoyance to me than helicopters, airplanes, or industrial noise.

No, I have not been knocked out of bed, but I have been woken up, and I have had to get out of bed in the middle of the night and go outside and talk to someone who became hostile to me because I wanted a decent night sleep. Also, I've seen people play their car stereos that loud with children in the back seat. That's child abuse no different from breaking a kid's arm.

But seizing a car, no. A fine like a speeding ticket would be acceptable to me.
